Samuel Enterprise, LLC, founded in 2019, headquartered in Woodbridge, VA, is a small business that provides expert facility and infrastructure design, construction and rehabilitation management services/support, CADD, budget, program management, project management and schedule controls, facility condition assessments, site surveys, geospatial engineering, electrical distribution systems assessments, design, survey and maintenance solutions.

ROOSEVELT SAMUEL - CEO / PRESIDENT

•  30+ years of proven executive leadership experience

•  Over 30 years experience in engineering design and construction of over 900 different facility and infrastructure types (including administrative, office, child development centers, youth activities centers, educational facilities-elementary, middle and high school; sports and athletic fields, maintenance facilities, medical facilities, dining facilities and mission critical facilities.

•  Work experience includes facility design, construction and rehabilitation, CADD, budget, program management, project management and schedule controls, facility condition assessments, site surveys, geospatial engineering and construction. support services.

•  Interfacing with various federal government agencies and International government agencies, contractor personnel, and clients.

•  Extensive experience in leading/managing people and building teams to achieve superb results, and managing a complex array of personnel interfaces, involving several hundred individuals, across both matrix and non-matrix organizations.

Prior to forming Samuel Enterprise , LLC, Roosevelt served as:

  • Director, of Operations for BMNT where he built established and grew BMNT’s Washington D.C. office and developed $6.3M in new          business in the areas of Economic Development, Digital Logistics and Energy Management.

  • Before retiring from the U.S. Army in 2017, Roosevelt spent 28 years in engineering and leadership positions where he consistently exceeded performance metrics, designed and built world class facilities, and developed engineering solutions to the Army’s most challenging and complex problems world-wide.  During which he programmed/managed the design and construction of over 4,700 facilities and infrastructure projects totaling $85.2B.

  • Operations Manager for two Engineer Battalions before retiring from the U.S. Army in 2019. Robert spent 26 years supporting organizational  missions, executing operational plans, and identifying & leading initiatives to standardize, optimize and improve processes.

•  35 years of proven executive leadership and construction and facilities engineering experience

•. 35 years experience in engineering design and construction of various facilities and infrastructure types (including underground infrastructure installation, administrative facilities, child development centers, youth activities centers, educational facilities- elementary, high schools, and college level education; sports and athletic facilities, maintenance facilities, medical facilities, simulations facilities, dining facilities, multi-purpose facilities, (Snack Bar and Coffee Shop)  and mission critical facilities, (Sensitive Compartmented Information Facilities (SCIF).

•. Work experience includes facility design, construction and rehabilitation, budgeting, program management, project management and schedule controls, facilities management, site surveys and construction execution, medium to high voltage electrical systems installation (Prime Power), Conduct Community Peak Shaving Operations, Power System Components and Circuit Breaker Relay Maintenance to include Infrared Surveys of electrical grids.

•. Extensive experience in leading/managing personnel and building cohesive teams to achieve and bolster the technical health of construction engineers across the Engineer Enterprise with excellent results and managing a diversity of personnel at the Enterprise level spanning the globe.

Consistently exceeding expectations placing him in the top 3% of all Technical Experts in his career field, helped design and manage the construction of a variety of Army Facilities serving Soldiers, Civilians and their Families world-wide.

  • Developed and executed industry standards technical engineering solutions in support of all Army Engineers across the globe. Retired from the U.S. Army in 2017.
